Are there any bearing and seal kits that allow you to reuse the original shaft and impeller or are all the new parts metric? What is the best complete kit if it is not possible to reuse the original parts?

The waterpump bearing and shaft are an integral unit and are replaced as a unit. You cannot reuse the original shaft and replace the bearing.
I believe that kits are available in SAE sizes so you should be able to re-use the rotor, assuming it's in good enough condition to re-use.In Appreciation of John Hinckley- Top

I did extensive research some time ago relative to the small block kits. One cannot use the original hub and impeller because the bearing shaft diameter is smaller than original by several thousandths.
I suspect that the recently manufactured big block kits have the same issues. However, there may be some old stock kits still available which may have bearing shafts with original diameter specifications.
A quick search shows the recent kits include a new hub and steel impeller. I suspect the reason is the smaller shaft size.
Fellow member John Meissinger sells these.....
You may want to contact him and ask him for a shaft diameter spec on the kit. Measure a original to compare and this may be a indicator if you could use your original hub and impeller with his kit. I suspect it will not.
