This pertains to the square hole in the center of the gasket. Most of the time they are open for full exhaust to the carb. Some have the hole cover with a thin plate to keep carb cool. But what is the purpose of the ones that have a thin plate but with a 1/2" hole cut through plate.

Wiring the heat riser open reduces heat to the carb, which causes percolation problems with today's fuel. Shims with holes reduce the heat. When I blocked both sides on my 340 HP SWC decades ago the car had a terrible stumble on takeoff until the engine was running about a half hour in mild weather, so I pulled them out.
One thing you can do is just block one side. This will allow some heat to the manifold hot spot, but a lot less than even with the heat riser valve wired open, and will likely significantly mitigate the percolation problem.
On engines with an inlet manifold choke stove, block the opposite side only, and whether one or both sides are blocked be absolutely sure the heat riser valve is securely wired open or there will be no exhaust flow path for the right bank.
