in reading the awards listings - PV (performance vehicle) it states you must have a top flight award - can a PV be done at a local chapter judging or does it have to be a regional or national judging event?

Also must have a flight award nothing mention about a top flight, just a flight award in the reference manual. So that means any flight award can attempt. The guidelines are in the NCRS Reference Manual. Your flight award can come a Chapter, Regional, or the Nationals
