You might not have one in your garage but I do in mine. 1965 with 29K original miles. My other 65, a 1 owner with 50K miles has the nuts on the bottom. Post #3 and the 65 Judging Guide have pics. with the nuts on top as well.
Is there any documentation that states the bumper was installed AFTER the A-Arm was installed on the frame? Maybe the bumper was installed prior in which case, it would be just as easy to do it either way. It might have depended on whether the installer was right or left handed.
