Where do the ends of the leaf spring black rubber insulator meet (61 - top or bottom)

The TIM&JG for 61-62 states "A channel-shaped black rubber insulator, with ends that usually meet at the top, is used between each band and spring". The few old springs that I've looked at have the ends meeting at the bottom (ground). Is it OK to have the ends meet at the underside?

Top, same as the crimped clip.

Thanks - done that way. My regret is not have a band tightener which I'll get before the next time.
