Unknown part with my 1970 LS5

When I got my 1970 LS5, it came with a number of parts in a box. This spacer was in the box and not sure where it goes or what it is for. If it helps my car has both AC and PS factory installed, and is a late car, 15,8xx.

Also have the rear valance brackets are abnormal from what I have seen in the past. It does not look like the parts have been
off before and is that way on both sides. I see the usual numbers written in the area as well.

The first item might be the spacer for the lower bolt which attaches the water pump belt idler pulley to the block.
