Can anyone tell me if seatbelts standard or option was in 65.

They all came with them. The boots and retractors were added during the model year.

The 65 Judging Guide states: "Early models up to approx. VIN 5000 may not have retractors or boots. Beginning with approx. VIN 6000, retractors on the outboard side began to appear".

My '65 coupe is couple hundred after yours and does NOT have retractors or boots.
