Did you leave the suspension bolts loose at the ends of the "A" arms loose till after the car was on the ground?
Same with the rear swing arm bolts. This would affect the ride height.
Might be basic but in my experience this stuff is sometimes missed.

Tightening the control arm bolts at other than ride height won't affect final ride height, but doing so will "preload" the bushings in torsion, which is not a good thing and the reason why the bolts should only be torqued with the suspension at normal ride height.

Chevrolet had available some spacers similar to these in the late 60's. Described in the P & A catalog as plastic ( or maybe hard rubber ) they were offered under part # 3789664 ( 3/8" thick ) and # 3789665 ( 9/16" thick ) . We sold these regularly over the counter for spring ride height adjustments with C2 Corvettes and 58- 64 pass cars. Not sure when they were discontinued
