C3 upper surround panel and fender support bracket

Hi,
I have purchased a nos set of the brackets here (pictured) which my car has never had since I have owned it.
I am confused about where or how to install them.
Would I remove the front wheels and look toward the front of the upper inner fender?
Do they tie into the upper surround panel where the headlight frames attach to the surround?

A picture of these installed would be a great benefit if anyone has one.

You've got it. They go on the ends of the header bar

Yes after looking at the car on the lift today (and looking at a diagram from the AIM) the painter & I figured it out. He said that would really strengthen the front surround & fiberglass.
