1963 access cover in rear wheel well area. JG says no undercoat on this panel.

My question is, the repro bolts for this panel are cad. plated and they stand out. Should I paint them low gloss black? Thanks in advance.

Jerry, Cad plated bolts and Clean painted panel is correct. The undercoat and black out process was done to the body before it's mating to the chassis. Then the block off plate was installed. So there should be no undercoat or black out on it.

Is this true for 64-67, and C3 also?

64-7 I am sure is the same. C3 I just don't have enough knowledge or info. But if I were a betting man, I would bet on it being the same. I can't logically see the process changing.

          Yes, same process.
Pain and undercoat before the body went on the frame. It's hard to tighten the body-to-frame bolts if the plate is in place.
