    69 windshield washer problem

    I have replaced the washer pump and now have fluid to the solenoid control valve however i do not have anything coming past it. I hooked the lines up according to the drawing in the service manual . if the solenoid is bad will it stop fluid from going to the windshield or just the headlamps. What do think is my problem? Thanks in advance
