is there a requirement for a carter carb tag on a 1963 corvette AFB 3461S

I posted a question regarding the NCRS judging for a carter carb AFB 3461S on a 1963 corvette with a build date of April 1963. Is a tag required on this carb????????.I can't seem to get a clarification or an answer from a master NCRS judge or member.
Can someone please answer this question.

Ken, a simple answer- there should be a tag. without the tag its a 20% deduct
