    Michael,
    I believe the "flap" should be on top of the radiator not tucked in between the shroud and support.

      That's the way mine was before I removed it due to a split.

        the 65 396 used a rubber seal on top , but not the one you are referencing.
        see link

        66-67 used the flap type with clips , this was often added to other cars over the years for more cooling.

        see LIC #26-37 top seal that came from factory on 65 396

        and LIC #26-27 for flap type seal with clips 66-67 327 and 427 with air cond.

          Great info. The one I removed from mine due to a split was the 26-27. It fit great even though it wasn't a factory install for the 65.
