    That is where the problem was. At least where I found it. The problem was the 10g fused line from the horn relay. I had replaced the fuse, but power wasn't coming through to the relay.

      that inline fuse is a 30 AMP coming from the horn relay

        Yes, 30 amp fuse, 10 gauge red wire.
