What is the steps to clear coat a wheel when the original coat is missing?

your going to need to find a shop that can chemically clean the wheels without damaging the aluminum. then you can polish what needs to be then clear coat

Is there any one in Ct or mass? Last time I called different shops no one did clear coating.

Warn stripping shop that you intend to preserve the original finish... they need to rinse and dry them IMMEDIATELY after paint removal.
Paint the insets argent silver then...
Whatever you do... don't powder coat them....
Just clear polyurethane.

What will they strip them with?

Not sure exactly, it was stripper for aluminum, but what I did not know was after they removed them and rinsed them off, they just let them air dry and they got all streaked...
I had to polish each one but no too much to make them too shiny...
The were for my my 89 McLellan car. they looked great but that took a lot of effort to get them back.
