I have a friend that has a 1995 zr1, it has approximately 900 miles on it . Should he flight judge the car or try for Chevrolet Cross Flag ?

Short answer: Flight Judging first.
Long Answer: Detail requirements for Crossed-Flags award are in 1953-1996 Judging Reference Manual (JRM) Section 10 (page 51). Crossed-Flags award is earned at National Conventions by vehicles having previously achieved a Mark-of-Excellence award.
Mark-of-Excellence awards (JRM Section 7) are earned at National Conventions by cars first achieving a minimum 97.0 score (no mileage points) at a Regional or National Convention, and a PV Award at a Regional or National Convention. Having already achieved the above, the car is part of regular Flight Judging at a National Convention and again must achieve a minimum 97.0 score.
Prerequisites for Crossed-Flags awards are significantly different than Bowtie. Bowtie judging requires a prior Flight judging at a National or Regional event, with owner noting on registration car as a Bowtie candidate. Owner must first contact National Team Leader informing intent of Flight Judging or only desire for Bowtie sign-off. (JRM Section 9)
Carefully read the JRM section on PREPARATION for Bowtie judging. Not a cleaning contest - becareful not to destroy tags/ink stamps/etc by aggressive cleaning or detailing.

In addition to the correct information Dave gave you, when you are awarded the Mark of Excellence, and receive 90% or more
in the Originality column the team leader will mark on your judging document, "eligible for Cross Flag Judging".- Top
