Follow up to how to troubleshoot tcs system on 70 LT1

Thanks to Terry, Mike and Pat for the help. I am still having difficulty with this system. I have a new tcs solenoid that I installed
and when it is being plugged in, I can hear and feel it click, but no increase in rpms. With a test light, i have continuity at the green wire at the solenoid, but no continuity at the black wire at the solenoid. I also have continuity at the relay on the 3 terminals at the relay located on the firewall. I get no increase in rpms with the solenoid unplugged or plugged in. The vacuum lines all seem very tight. I have no diagram for vacuum lines. Any idea what I should try next? Thanks for all your help.

Are you sure that the vacuum side of things is working? Bypass the TCS system entirely and see if the RPM rises/falls when the vacuum advance tube is attached and removed from the distributor canister.

If that's OK, plug in the TCS again and see if vacuum is inhibited at the distributor when not in 3rd or 4th gear.
