I don't recognize that number and I can't find anything on it in my references. I can tell you that it's about a 1965-released number.

Casting numbers can be very difficult to decipher. Are you sure the number actually is 3863540? A photo of the flywheel might help, too.

I think you'll find it's actually 3963540 (P/N 3986394) and was used on externally balanced 400 small blocks in the early 1970's. Not sure if it was used on big blocks.

The flywheel is pictured and the casting number may be 3869540 N not sure but it is a 10.4" clutch
dated 7 F 30. It bolts up to 427 crankshaft.

This flywheel is the 3963540 as Ed B. mentioned. It is the 400 small block flywheel. Note the cast-in counterweight on the rear. It might bolt up to a 427 crank but don't use it for that application. 427's are internally balanced and use no counterweighted flywheel. The only other Chevrolet engine of the period that used a counterweighted flywheel was the 454. However, the counterweight configuration was different and not interchangeable with this flywheel.

Joe the internally balanced equivalent for the 427 would be 14085720 casting 3856579 is that correct and do you know if still available?
                    Thanks Tim

Yes, the 12-3/4" light weight flywheel is GM #14085720. It remains available from GM to this day for a GM list price of about 225 bucks.

This flywheel (although not under GM #14085720) was originally used on 1965 L-78 as well as 1967-69 L-88 and ZL-1.

Just for Tim's (and others) information, ALLLLLLLLLLLLLLLLLLLLLL 55-85 Chevrolet V8 flywheels (REGARDLESS of size or clutch usage) have the SAME bolt pattern for ANY crankshaft. Now, with that said, not all flywheels are used for the same engine or purpose, but they will physically bolt up to ANY Chev crankshaft.
The crankshaft (and flywheel) bolt pattern changed in 86.

...commensurate with the change to a 1 piece rear seal. This change also eliminated the rear counterweight necessitating some external balance provisions for the engines.
