On a 63 vet if the block casting date precedes the body build date on the trim tag by 6 months and 25 days could it be considered matching numbers by NCRS?

NCRS does not use the term 'matching numbers' in any context- for good reason. It no longer carries any universally agreed meaning.
If you're asking of such a situation would be acceptable in judging, then 'maybe' if there was other supporting evidence that might explain such an unusual occurrence. If the stamp pad had issues, I think the easy answer would be no as stated above.
If you're asking whether the block might be the original real-deal factory-installed item, then that's another matter entirely.- Top

One of the facets that led to the six months "rule" was recognition/usage of some seldom utilized parts, ie L88 motors in 1967, TI voltage regulators and alternators in 1965 Optional engine cars with TI and A/C; some of those pieces could be on the shelf for a long time, especially when usage was not on a First In, First Out basis.- Top

Various strange things happened at St. Louis including engines not starting or worse! Cars damaged and waiting for parts. It's not unreasonable that the engine could have been changed but with the flint date preceding the build date 6 months would be stretching it.
Look at this 63 carefully or have someone check out the numbers that knows what they are doing.
