I found the correct seats for the 69 and have a question. Does the inboard track, not the one with the handle suppose to lock? I don't see any way that it can. Are there missing parts?

even with a coupe (of course if you remove the T-tops it is more accessible). The shoulder belt in '69 slips right out of the chrome bracket under the headrest and the seat back is held to the bottom by 2 bolts/screws. Here's another tip- run a nut onto the seat back fastener screws from the inside after assembly. Over the years my seat back screws would work themselves out as the seat back was rotated forward and back. To reattach, the seat had to be removed (at least for me it had to be) so this extra nut has prevented this. Just a thought. Good luck with your '69!
