1969 Headlight Support Bolt Size?

I am looking for the correct thread pattern and bolt size for the three bolts that secure the 'actuator bracket' to the headlight support (headlight frame) and if they use a washer (and/or lock washer).
Any help is appreciated.

5/16-18 X 5/8" untrimmed (indented) hex head screw with captured conical flat washer. Gray phosphate finish.

Am I correct in guessing this bolt is not similar to any of the other bolts used on the headlight assembly?

The same bolt was used in several other positions on the headlamp assembly.
