1963 horn installation

I am about to install correct horns on my 63.
The Judging Guide states that horn 455 is on the left (driver side) and 456 is on right (passenger side).
The Assembly Manual on page C201 has them reversed.
Which way should I install them and not lose judging points?

Take a peek, this is correct.

Judging Guide is correct and as an added note, generally old numbers are on drivers side and even numbers on passenger side.
