1963 Double Snorkle Air Cleaner

Hello everyone,

I got my 1963 Coupe in October 2015, so I'm learning.
It's a 327/300 and I noticed when I took the air cleaner off, which is a double snorkel, it has scratches on the backside of the black bottom section. I also noticed that there's a small arm with teeth or claws reaching out from the front of ignition shielding making contact with the air cleaner that's making the scratches.
Is this supposed to make contact with the air cleaner for purposes of radio shielding or is there something missing?

Yes it is supposed to make contact and it will scratch the air cleaner.

I thought maybe it also makes contact to keep the air cleaner from turning.
