Mike's exactly correct. The dealer would have removed all that. My Dad ordered the Pace Car new and left it in the wrapper. Still has the cardboard, steering wheel wrap, never even been buffed out. Got 72 miles on it. Always my favorite growing up, so it's nice she's in my garage now. Love her, just don'' want to drive her. ARA- Top

NCRS, no.
Bloomington, "technically" yes as the car is judged as it left the factory door, not as after dealer prep.
Having said that, I've never seen deductions for missing plastic on seats, paper liners on floor, or with a C7 for missing the car cover used in shipping. The only major difference of BG vs NCRS is that BG requires the window sticker (Moroney) still be present.
