68-71 Operations Judging Question

In the score sheet for 68-71 it states: Check for cold engine,choke operation, fire extinguisher, decal & battery disconnect switch.

Is there a specific area the Extinguisher should be placed, or is this a safety requirement?
Is the "decal" referred to an NCRS decal? or something else? What is the correct placement?

fire extinguisher, any where adjacent or in car, decal any NCRS on any window glass is typical. & battery disconnect switch would be on battery post in most cases. I'm not aware that any of these are specific specified where to place them.

I always just left my fire extinguisher in the cargo area. In a shark car coupe, it's readily visible from the inside while the seat adjustment are being checked. They'd also spot it when looking at the battery disconnect in the compartment behind your driver's seat.

Thanks Guys for the prompt replies. My thinking, but wanted to be sure. Getting my car judged for the 1st time in May, and starting to pick through all my "gaps" from self-test on scoring.
