I tried a search but nothing came up, do original oil pan bolts use the star washers or lock washers for a 1966 L79.

The 5/16" "corner" bolts use a captive split lockwasher. The 1/4" bolts use a captive external tooth lockwasher.In Appreciation of John Hinckley- Top

This was a very easy one. By the way, the bolts were all untrimmed (i.e. indented head) style. I believe the reproduction sources like Dr. Rebuild sell sets of reproduction bolts.In Appreciation of John Hinckley- Top

I bought a set from LIC and their the opposite, star washers on the corners and split lock washers on the 1/4. I located my originals and they match your description with EL head markings and I will clean them up and use them over. Do you happen to know if the 66 small blocks had a clip that mounts to one of the oil pan bolts, that either holds the starter wires or battery cable? Thanks again Joe- Top

I've never seen original bolts of the configuration you got from LIC. I'm a bit surprised that they would get it that wrong on these.
I can't say, for sure, for 1966 but later Corvette small blocks had a clip on one of the oil pan bolts for the purpose of retaining the the lower end of the "boomerang" RF shields. I expect that 1966 did also.
The most common headmarkings for the 1/4" bolts are "EL", "E" (both denoting Elco Industries), and "L" (denoting Lampson&Sessions).In Appreciation of John Hinckley- Top

Do you happen to know if the clips were installed at flint and painted orange with the engine assembly or installed later at St. Louis and natural? My original bolts had one clip with them, so I'll have pick up another. Thanks for your time and knowledge Joe Sincerely Brian- Top

Brian, There were 2 clips, 1 on each side to route the front spark plug wires under the "boomerang shields". Only wires 1 & 3, plus 2 & 4 were routed this way. Also the clips were installed at Flint engine plant & would be painted orange with the engine.
