I believe this is coming from the drive shaft or the eccentric shaft not being grease. I have the top plate removed showing the shafts but how hard is it to remove the shafts.

Chester, IIRC the 1963 Shop Manual has a detailed breakdown of the repair and rebuild process.
Here are some photos which may help.

Here you can see the snap ring around the axle after removing the rubber boot. Remove the snap ring.

Then you can remove the axle. Note the stud at the top of the axle top plate. That drives the washer pump.

Once the axle is removed you can then release the light spring and the 2 cam links. Note the orientation of the gear for reassembly later and how the cams are positioned.

In order to remove the gear you have to remove the 2 hex head screws holding the relay assembly to free that of the case. Watch the wiring here, it's delicate. The relay assembly and its actuating levers can be freed from the case. At that time the gear can be removed.

You can remove the armature(not pictured) to check brushes and clean the commutator at this time if desired. I de-solder the wires from the motor case and based on need I either clean it with a bench wire wheel or with more effort I remove the brush plate(riveted) and media blast the case. Getting the armature reinstalled requires some more tools and a bit of dexterity using a brush spring spreader.

You can clean and refinish the motor housing and plates to spiff it up a bit before reassembly. Masking the aluminum housing is a bit tedious.

Clean all of the old grease away from the gears, cams, links, etc. I use moderate amounts of white lithium grease when I reassemble the mechanism.
Keep a order of assembly so it will be easier putting it back together. Take photos and/or drawings and notes. When the pump housing goes back on ensure that that shaft plate stud is centered in the washer pump cam fork. (no pic)
