My frame is powder coated and I am getting ready to put on the ground straps. Do i need to grind away some powder coat to get to the bare metal or will the star washer be sufficient??

Powder coat is quite hard and usually thicker than paint. I wouldn't count on the star washer biting through it. The ground might be accomplished, anyway, through the threads. This is not a critical ground, though; it's function is solely related to RFI.In Appreciation of John Hinckley- Top

If you do try it, put an Ohmmeter (multi-meter) between the new (suspect) ground and a known good ground. It should be very low resistance, say less than an Ohm (not including meter leads). Please report back your results.

I had quite a few conversations with the Tech Rep at M & H Electric Fabrications . We talked of many things , but to your point, I remember him saying that most of the issues they had were due to improper grounding. He suggested that every ground point be ground down to metal, lightly coated with some dielectric grease , and then star washered . Be it engine or frame.
So while I am sure Joe is correct about the Straps, I just thought I would give you a Heads -Up on the rest of the Ground points. After all it can't hurt , and is easier done while assembling , than afterwards .
