The glued on vinyl surface surrounding the speedometer and tachometer is in OK condition as is the passenger side so I am trying to salvage them. What type of adhesive will do the job to glue down the edges and not come loose with interior heat as in parked in the hot sun?

Use of a good quality contact cement will do it. Be careful in the application and take your time. Make sure to remove the old adhesive or your vinyl may be lumpy.

Ray, To add to Eric's response use a heat gun or hair dryer to warm up the vinyl to soften.
