Body rivets on the hood gutter

On the hood gutter a few inches forward of the hood latch there is a wire clip on each side that is held on with a pop rivet . Is it riveted on before or after paint ?DSCN1182.jpgDSCN1183.jpg I dont care about the clip but need to know if the rivet should be painted .

I believe the rivet to have been in place prior to paint and would've received color.

Yes the rivet is body color
