68 M20 Trans shifter fork order?

With regards to installing the shifter fork arms on the side cover of the transmission, how critical is it to install the 1,2 fork first, then the 3,4 on top of that? I ask because the reference book I have suggests 3,4 first, then 1,2 fork which conflicts with other manuals. There is no explanation in the manual why it shows 3,4 first??

Doesn't really matter as long as they all wind up in the correct orientation.
