1957 trunk well screws - painted or unpainted?

The guy who restored my car, who is quite knowledgeable, installed the trunk well screws before paint and so the screws are painted. When I had my car judged at the chapter meet I was told they should be unpainted. The '57 restoration manual doesn't say one way or another. It's a lot easier to remove paint than to put it back on, so before I clean them up can anyone confirm that they should indeed be UNpainted?

    Thanks for any advice.
