Installing strut rods to bracket on rear end and the AIM shows a washer on each side of the rod. The washers I thought were the correct ones were thick about 1/8" with one side with notches around the rim. They fit very tight in the opening as the strut rods are at a slight angle. Can they be too tight?

The caps should look like these. Actually, these are GM #348390 which are correct for 1975-82. However, the 63-74 caps are almost identical except slightly smaller in OD.

Re: Strut Rod Washers
Here are the caps used for 1963-74 and 1975-82. The former are GM #3791519 and are 1.11" OD whereas the latter are GM #348390 and are 1.32" OD. The 348390 became SERVICE for 1963-74 when the 3791519 was discontinued. The 348390 have been discontinued now for quite some time. While these caps are fairly well "buried" in the suspension, a really skinny, sharp-eyed judge might be able to discern if a 348390 is used on a 1963-74.

Re: Strut Rod Washers
Use of the incorrect washers may be the cause of the slight angle you mentioned. Looking at the correct ones you can see that as they act as reducer as well as a spacer due to the flange on the inner diameter. Without that flange the bushings wont be centered on the bolt causing problems with adjustment and ability to hold a camber setting.- Top
