66 balancer bolt and washer finish

My balancer bolt is a grade 8 bolt with a C head mark. From searching the forum I have not seen a reference to a C head mark bolt. Anyone else seen this bolt?

I've looked in the Judging Guide and searched on the forum, but I can't find the correct finishes. What is the correct finish for the Bolt and the thick washer?

    Thanks,

    Don

      Don,
I have a can full of these bolts both SB & BB, there are a few different head markings M, TR, C comes to mind. They are all grade 8, fine thread 7/16. Finish prior to assembly is black phosphate. Washer is bare prior to assembly.

The balancer bolts were installed at St. Louis so were not painted.
