Not sure what's underneath the black horizontal mark or why the numbers are being hidden, but I doubt that's a Flint stamp. There's no reason they would have stamped a pad like that and may possibly not had individual stamps even if they felt like it.
Possibly this is a replacement engine- is there a CE stamp under the black marker?- Top

I thought maybe we could discuss a possible stamping anomalie, but thanks for the attitude.

Since the owner has published a picture of the pad on that site, including the VIN I see no reason to obscure it on this site

The first picture of just the Flint code looked like a joke. But the vin is a perfectly authentic Wilmington plant Nova vin. A replacement block would not have had a vin stamped like that by even the most diligent dealer. It certainly seems like the engine arrived at Wilmington with a crude hand stamped Flint code. But why was not even part of the Flint code gang stamped? I've never seen anything like it.- Top

There are three things wrong here.
1. The W in the VIN indicates Willow Run, MI. In 1970 they only built the Nova.
2. The VIN starts at 5xxxxx and in 1970, all Nova VIN's started at 1xxxxx. There weren't that many Novas built in 1970.
3. The CTC suffix indicates the 350/360 Z28 engine and that engine and suffix was only used in the 1970 Camaro.

The vin number is strange, as you point out ,from a production number point of view. There were about 307,000 1970 Novas and the first was VIN 100001. The last would have started with a 4 apparently.- Top

This picture is of the hidden VIN stamp from the car, page 9 on the linked discussion. I don't know enough about these cars or especially about their VINs but as you can see it is a match.

Problem solved. I think the first digit is a 3 not a 5, making the number reasonable. The hand stamped Flint code is still unique.- Top
