    Kieth,
Usually the problem is at the other end, the motor, gearbox, and adjustments. The problem has come up and there is good reading in the archives. Many say it is the hardened grease.
You need to start some place and I think I would try to operate them manually with the wheel and see if they are harder to operate open or closed. I have found some buckets rubbing, bad brushes and bearings.
If you want to isolate the problem then disconnect one at a time and operate it to see which one is the trouble.

Or it's possible there's a open in the Dark Green "Down" control wire in the Bulkhead connector. The Black/Yellow wire is the "Up" control wire in the same connector.

Often these high current terminals get corroded there. I would pull the connector at the firewall side and check it. The 2 wires mentioned are at opposite corners of the connector.

Another thing to try is connect a fused 12 volt source to the terminals at the motor rounded connectors(where the Dark Green terminal gets connected), and see if it works going down. This will tell you if the motors are working.
