We are struggling with a 63 temp gauge that when the car is stone cold and you turn the key on it reads approx 180*. We have changed out the temp sending unit to what has been described as "calibrated" we have used two different sending units. I am thinking the gauge needs to be calibrated, or is bad. Any ideas?

Yes, you can tune them both up. I put my sending unit in a known temperature and hooked up the gauge. Then I moved the needle to that temp.
I did this several times at different temps to ensure the gauge was correct. Then I put the gauge back in the car.

How hard is it to remove the needle from the gauge, mine also reads high and the sender is a original.- Top

Check any speedometer repair shop. I've had needles moved on speedometers and tachometers to correct offset error. They can also alter magnetic flux to correct gain error or add gain error to correct for different revs/mile tires that can yield a more accurate speedometer than changing to the next available driven gear.
The same techniques can be used on any electically driven gage.
