Windshield washer motor question

Can anyone tell me if there is a trick to turn off the wiper motor. It is working at all speeds but even with the cable removed I am pushing the speed regulator to the furtherest point but it is still running. I am new with these motors and the controls so I need some help and guidance.

I could be the internal switch or the park pawl inside. Also see your ST-12 CSM as there much good info there too and a handy trouble diagnosis guide at the end of the wiper motor section.
