Rear license bumperette bracket - lower

Having some issues installing the rear license bracket, I have a 1958 car with original frame. I bought the brackets from Corvette Central. When I line them up to the holes in the frame then the bumper I have two issues. If I hit the frame holes it will push the main bumper out past the rubber seals and way to far from the body. At the same time it does not meet up flush with the bumper but more at a slight angels and I think it should be flat next to the license plate light housing. It appears this needs to be heated and bent, so this is my question. Has anyone had this issue and how did you solve it. See attached photo of my bracket and I can post more if this does not make sense.
