1961 Spare Tire and Wheel - correct and should I clean the whitewall

I'm redoing this since apparently my first post got lost in space (my head?).

This is the spare in my '61. Should I clean the whitewall for judging or just leave it as is? Should I paint the face Jewel Blue? And I'm assuming that this isn't the correct wheel since it has rivets. Good assumption?

I would clean it and remove the label as tires from the factory didn't have the label.

You should, even though the wheel has incorrect contours on the center and is riveted rather than spot welded.
