Advice on interpreting AIM regarding AC and Cooling Systems

I came across this last week at work and could use some insight here. I don't have enough judging guides here at home - just AIM's - to aid in research.

When looking in the RPO C60 sections of the factory AIM for 1969-72 on the non-illustrated parts page under "Radiator & Grille", it calls out for A/C cars to be equipped with the cooling system of the lowest HP Big Block for that given year (L36 for 1969, LS5 for 1970, etc). This appears to be a uniform callout - has A/C, install BB cooling. No mention whatsoever of deviating from this if the car is a SB. This isn't the first option code that calls for BB Cooling with the installation of an RPO. Example - the 1970 AIM in the M40 section calls for using LS5 radiator assemblies, yet I've seen SB cooling systems in SB/Automatic cars.

In looking at other customer cars, restoration guides, Dobbins Vette Vues Fact Book..... I see SB cooling systems using the wide Cooper/Brass radiator with a cap, venting to earth in SB with A/C.

I've attached page scans of the AIM's I have here in relation to the C60 RPO for your review. Based on how I'm interpreting the AIM, there were a lot of cars not built as called for.

So did the assembly line not RTM on (potentially) scads of cars, or is there a more definitive call out further in the AIM that I'm missing? What have you guys seen?

James my original owner 1970 has air conditioning and turbo 400 automatic and has the large radiator with cap on the radiator.

The rule of thumb, at least on '68-'69 small blocks, is that only the 4 speed non A/C non auto cars got an aluminum rad. Don't know about other years.
