1960 top fender molding attaching nuts and fender washers?

Were the top fender molding hardware (nuts, fender washers, and studs) covered in undercoat? Applied after black out and before undercoat? Thanks for help. Lynnb

The hardware was covered with undercoating. Can't answer second question, but by the time you install hardware and spray undercoating, it will be a moot point whether hardware was installed before black out; all will be covered by undercoating.

I would think that the prime target areas for the undercoating would have been the back of the headlights/park lights and the front of the splash shields - not a lot of time utilized.

Loren, you are correct about those areas. When I had my 1960 judged, they looked for undercoating on the studs, nuts, washers used to attached the top fender trim moldings.
