With the dirstibutor cap removed, rotate the engine by hand (with socket and breaker bar on the balancer bolt) OR "bump" it around with the starter until the distributor rotor is at the #1 cylinder position AND the timing mark on the balancer is aligned with the timing pointer. This does not have to be exact for this purpose.

The fuel pump push rod can be allowed to slide down in its bore and that's sufficient for getting the engine to TDC. The push rod will bottom on the plate. To remove the pushrod you will need to remove the plate. Neither is necessary to remove for this purpose.

The pushrod does not need to be lubed for this service operation. It should be plenty well lubed already.

When the engine is at TDC, that's when you slide the pushrod up its bore until it bottoms on the cam lobe. Remove the short 3/8" bolt and install the longer bolt, as you describe.

Usually, the fuel pump-to-plate gasket will not leak even if no sealant is applied. If you wish, though, use a sealant like Permatex #2. You can even use RTV since this gasket does not normally come in contact with gasoline.

Don't forget to remove the longer bolt and replace it with the short bolt. Clean the threads of the short bolt and apply a sealer like Permatex #2.
