Help to identify a green wire on 1963 steering column

There were a lot of extra wires under the dash that were there to support a after market radio and a radiator fan switch. So I missed this one when pulled the dash and steering column. Can not find it on any wiring diagram.

That's the wire attached to the upper steering column bearing that is the ground wire for the horn. You need that one.

There should also be a Brown wire/with black plastic female connector that drops down from left side upper area of the steering column that's hooks to the green wire.

I thought the original wire was black coming from the bearing and the service replacement bearings had the green wire. The 63 guys would know as this as is out of my comfort zone. If it's black then a black magic maker can do wondows
