Covered here several times as this is a common problem.
The vacuum system is really two systems.
Control circuits are smaller diameter hoses (less volume) and control relays.
Power circuits are large diameter hoses and actuators.
As the vacuum comes up when the engine is started because of the smaller volume of the control circuits that vacuum should come up before the power circuit vacuum and all the moveable parts should stay in place. A vacuum leak in the control circuit(s) will result in movement until the engine is able to overcome the leak(s).
Hunt for leaks in the control circuit(s) -- especially the control circuit of the wiper door.Terry- Top

Don, I had the same issue with my 72 at one time, and it ended up that the vacuum switch under the wiper door the culprit, the passenger side wiper arm rests on the control.When i pulled this switch from the car I found that the plunger shaft was broken internally.These things are plastic. and can tell you when you order one you may want two as they reproduction ones are not reliable.New England chapter member, 63 Convert. 327/340- Chapter/Regional/national Top Flight, 72 coupe- chapter and regional Top Flight.- Top

Hi Don,
The head light door/wiper door problem is a pretty common one as Terry and Edward have replied.
If you search for the word "winking" you find a long list of threads about this problem.
Searching for "Winking Headlights" and "Dancing Wiper Door" gets some very helpful threads too!
