High current draw from the starter motor drops battery voltage during cranking. I recall seeing a spec that said it should not drop below 10.5 volts, and that would apply to any 12V automotive electrical system. If less the battery is weak or the battery doesn't have enough capacity for the current draw of the starter motor.
Low battery voltage during cranking is why the ignition ballast is bypassed in cranking mode to ensure there is enough spark energy to light the fire
