C3 fender skirts

I have read several articles that discuss replacing inner front fender skirts. However, the details and actual conditions under which the replacements were done are not clear. Can inner skirts be replaced without having to repaint? Can this be done without pulling the motor or having the body off the car? Are there any good references available that discuss the procedure? Thanks!
