'64 rear wheel wells

After removing 38 year old undercoating and blackout paint, I came across a thick coating of red-oxide primer. Did the factory do this or was this done by a previous owner?

This was rather sloppily done at the factory prior to blackout and then undercoating. The body was also primed in red oxide prior to the application of the lacquer color coat.
