The correct Holley for a 396/425 hp is the Hollet 3124. It is easily identifiable by the small size of the nuts where the fuel lines enter the fuel bowl. The 3125 is a very similar carburetor used on the Pass car 396/425 hp and I believe is the only other Chevrolet engine to incorporate the unique carb bowls of the 396 Corvette

The 1965 L-78 passenger car carburetor was a Holley 3130 and it did have the same configuration as the Holley 3124 used on Corvette L-78s. Several months ago I was fortunate enough to purchase an NOS example of the 3130 [not for sale]. This unit is a real "time warp" piece. It's in the original box with all of the original packing and it has a 1968 date of manufacture.

I am putting a new gasket on and the gasket a friend gave me has four cut outs. The one that I took off was an open gasket. When I look under the carb, it shows 3 open holes. Is there a gasket w/3 openings. Any idea which gasket is best?

if you mean 2 round holes and 1 oval shaped hole, you can make one by just t******* the 4 hole gasket to match.

The "open" gasket (with no individual holes) was the one originally used. Originally, it was GM #3868827, but it was discontinued years ago. Easily available in reproduction, though, and you should be able to find one in any good auto parts store, too.
