I seemed to remember that Chicago Corvette Listed "HOOD inner frame" part # C8461 for 68& 69
I attempted to call the 1-800 number (800) 872-2446 to see if this was in the realm of what your looking for, but the canned messeage refered me to (708) 458-6577 for technical support
Of course even if this is the component your looking for, it will mean the arduous process of popping the hood skins apart.
Keep me in mind on what you find out as I face the same delema.

Thanks for checking. I have fabricated steel plates that insert in the frame rails and bolt thru the fiberglass rails about 3" in front and 6" behind the missing sections. Then I glassed the hole in on top of the steel except where I had welded the mounting nuts (to the back side of the plate to mount the original hinge bolts). Upon fairly close inspection all you can see are the four bolt heads mounted through the frame rail that aren't supposed to be there. In the mean time I'm keeping my eye on ebay.
